A beloved architect and a businessmen Mr. Tahsin Akkas whose name is written under many successful abroad projects was taken into custody in Kazakhstan Alma Ata on 11th March 2008, with no legal ground.

As he was exposed to several threats during custody, he took refuge in Turkish Embassy once he was released. It was revealed that the person named Edgar Salduzi who takes instructions from Mayra Nazarbayeva, the wife to the brother of Kazakhstan President, plays a significant role vin this event. On account of this, Mayra Nazarbayeva was contacted and a written agreement was signed and thus the security of Mr. Tahsin Akkas's life was guarenteed to some extent. However, Tahsin Akkas was again unable to leave the Embassy for hours as there were a crowd of armed men waiting at the gate of Embassy. This was a complete legal and security scandal. When this group left the embassy's gate, Tahsin Akkaş left the Turkish Embassy he took refuge in; yet he was still unable to go his home.

Today ( 13rd March 2008 Thursday ), the Kazakh parties broke the mutually agreed issues on the agreement once more, and they want to take Mr. Tahsin Akkas to the police station with no legal ground. We are still seriously worried about the life security of our friend Mr. Tahsin Akkas who was treated like a prisoner during these procedures where no agreement and law rule is applicable.

Mr. Tahsin Akkas was again wanted to be taken to the police station with no legal ground. As a result, he again took refuge in Turkish Embassy . When the Embassy officers wanted to know the reason for his being in the police station, Kazakh policemen were not able to suggest any logical reason but rather said that they "wanted to see" Tahsin Akkas and "wanted to know whether he is alive".

Turkish Embassy authorities offered to send a document notary and embassy approved, stating that Mr Tahsin Akkas has no need to be taken into police station and that Mr Tahsin Akkas is alive and has no complainments about what he experienced. This offer of the Turkish Embassy was accepted by the Kazakh police authorities.

Turkish Embassy prepared the agreed document and send it to the Kazakh police station.

Nevertheless, Kazak police authorities insisted on taking Tahsin Akkas into the police station although they received this document which is approved by the embassy and the notary.

Right after our informing Turkish authorities and after these authorities, particularly the Ministry of Foreign Affairs, started to track this issue in an effective way, this time a new pressure or namely statements like "don't talk, or we'll beat you down" started. The Kazakh parties who talked to Tahsin Akkas threatened him to 15 years of imprisonment at least if the issue might be heard by the public.

These completely arbitrary implementations having no legal ground seriously worry us. Besides, there were two more attacks on BN - PEGASUS before Tahsin Akkas starts to work for BN - PEGASUS Alma Ata. In one these, the President Mr. Secin Kose was exposed to physical attack and the company workers were injured in the other. These attacks were written by the press with the titles such as "Kazakh violence haunts people".

Consequently, we ask Turkish Autorities,
to protect Mr. Tahsin Akkas and all Turkish businessmen working in Kazakhstan and to immediately track the issue along with the Kazakh authorities in order to put end to these illegal and arbitrary implementantations and ask our government to save the architecht Mr. Tahsin Akkas from this life of imprisonment.

TAHSIN AKKAS IS CURRENTLY IN ALMA ATA TURKISH EMBASSY. ASKING HIM TO LEAVE WITHOUT GUARANTEEING THE SECURITY OF HIS LIFE CAN DEFINITELY BE RESULTED IN HIS BEING ASSASSINATED OR IN A PLOT THAT WOULD MAKE HIM LOOK GUILTY.

In case of any damage to Tahsin Akkas's security and his life, the responsibility of this will be on those who make Tahsin Akkas leave the embassy and on those who watch him leave.

We ask immediate interference of Your Authority into the subject and guarantee not to allow Mr. Tahsin Akkas leave the embassy and to pursue the subject which is utmost importance.

The attacks on Turkish companies in Kazakhstan and their workers have been increasingly going on for a while. Many international companies are forced to leave the country by making them incapable of working or incapable of gaining any profit. By means of tyranny and violence, businessmen have been forced to give up. Besides methods of ill intention such as usurpation, stroke, organizing armed and masked unexpected visits; there are also activities to establish a public opinion against them.

- These well-planned and well-organized activities run by some interest based groups in Kazakhstan are now public. Methods such as stealing passports, pawning, sealing workplaces, illegally taking machines, not doing regular monthly payments stated in the agreements, armed threats has become very ordinary.

- Unless precautions are taken to stop these interest groups who have been trying to attain power and authority by ignoring the dignity and national interests of Kazakhstan, Kazakhstan will be drawn into a great chaos.

- This situation troubles many international companies in the country and became so serious that Kazakhstan will be announced among the countries having "risk of the life security" soon. Foreign businessmen working in the country are in serious danger. When will these attacks be ended? When will the members of companies acting in accordance with the free competition and the principles of honest trading be able to work safe and sound? When will be time to stop these mafiawise formations who are intent to place their men on the administrative positions in country and to exploit the good intentions of the people and the opportunities offered by a great and powerful country such as Kazakhstan? For whose favour will it be to draw Kazakhstan into a state of unsteadiness and into the unknown?

- Our greatest desire is to see official authoritis in Kazakhstan and especially the President Mr. Nazarbayev immediately interfere and take the immediate precautions.

We ask Kazakhstan President Mr. Nursultan Nazarbayev to stop this continuous illegal implementations.
In January 2008, there were attacks on BN - PEGASUS President Mr. Secim Kose and on Turkish workers working for the company, before Tahsin Akkas started to work for BN - PEGASUS Alma Ata. It was revealed that the name behind these attacks happened to be the same. These attacks were written by the press with the titles such as "Kazakh violence haunts people" and also written by the Turkish press with similar titles.

There were other attacks on other Turkish companies such as ENKA and this illegal practice becomes very often in Kazakhstan. News about the October 2006 attacks on ENKA Holding workers clearly reveals the danger :

" A group of wounded Turkish workers attacked by Kazakh workers in ENKA Holding's building plot arrived in Sabiha Gokcen Airport. Workers described the violent moments, "It was a massacre. They tried every way to kill us." Workers said they lost some of their friends in this planned mafiawise attack against Turkish workers. The wounded workers said that Kazakhs hanged some of the workers on the top of cranes, filled the containers they were unable to oppen with propane gas, put the containers on fire and added that their lives are in great danger and no authority care them." ( 24th October 2006, Milliyet and Aksam Newspapers)

The existence of people, who abuse their close relation to Kazakh government and use it as a licence to act against Kazakhstan national interests, is severely dangerous. Those people whose acts Kazakh official authorities are not informed have become a threat not only to the companies running commercial business in the country but also to Kazakhstan's internal security. Unless precautions are taken against these kind of formations whose aims are to transform Kazakhstan into a mafia country; there is no doubt that the country will be drawn into a great chaos.
